Was elite gear being random intentional? I'm only a 2.3k player. I wont get Glad. Cosmetics were part of my motivation for climbing
No. This was a bug, which has been fixed. Players should only receive Elite gear if their rating is above 2200.

정예 장비가 랜덤인게 의도된 건가요? 전 2300점 밖에 안 되고, 검투사를 딴 적 없어요. 외형 보상은 위로 올라가는 것에 대한 동기 부여의 일부분이었어요.
버그이며, 수정되었습니다. 2200점 이상의 플레이어들만이 정예 장비를 받을 수 있습니다.

Yep! If you've already Prestiged, you'll automatically unlock all of your Honor Talents when 7.1 is released.
