Once these prerequisites have been satisfied you will have a chance of learning them while continuing to grind those skills and use the prerequisite techs. The prerequisites for the listed skills are as follows;

Range Boulder Drop
skill  trap [7]
Tech  Boulder Drop

Golden Bola
Skill - Trap [7]
Skill - Throwing [7]
Tech - Bola

While the acquisition of advanced techs will differ from one another, using the perquisite tech repeatedly then your character has the correct skill levels will give you the best chance of receiving the advanced tech. Please be aware that this is a luck based process and it may take a fair amount of grinding to receive the advanced techs but as long as you have the above prerequisites that should be all you need to have a chance.
