To answer the original question: yes, this behavior is (currently) intended.

That said, we've gotten a lot of feedback about how unfair it feels when a Zeratul steals a camp out from under your team, particularly a high-powered Boss camp. The design team has discussed this feedback, and we agree. 

We're aiming to push out an update for this soon that should still allow Zeratul to make some epic plays, but not completely negate the other team's efforts concerning capture points. We’ll make sure to give you more details as soon as we have them, so stay tuned.
